Short description of error
Proportional edit mode didn`t work when scaling or rotating.

Exact steps for others to reproduce the error
Create a UV Sphere
Press "tab" to enter in edit mode
Select any vertex point.
Press "O" to enable proportional editing
Press "R" to rotate or "S" to scale.
Move your mouse.

Based on a (as simple as possible) attached .blend file with minimum amount of steps

Works here on linux64 with latest master… Jens, Thomas, can you confirm that?

Followed instructions and it behaved like expected.
Tested on OSX 10.9.5 as well as 10.10.

@DualLinker Please attach here a .blend file reproducing the issue. Please also try with factory settings (--factory-startup option in commandline), might be some addon or other customization that causes the issue.

If you still can reproduce the issue with factory settings, please try it on another, similar system.

I checked the file again, I noticed that the pivot point is set to individual, maybe that is the problem, I have uploaded the file, don`t know if it is normal, I have never noticed that before.
Sorry if it is a fake threat.

Thanks, can confirm that with pivotpoint set to individual center. Unsure whether this is a bug or not though. Campbell should know. :)
