if I set the camera in front it renders blurred and distorted !
if I set the camera in the back then it works fine!
so is this a bug or normal behavior?

I did check wiki but did not see any note on this distortion with camera in front
if it is normal behavior then may be some note should be added to warn peoples!

It seems you've just scaled the jpeg image down quite dramatically, when using
angmap12.jpg
from your file i don't see artifacts. Plus jpeg is a lossy file format, it only preserves human perception, using it as a sky texture might give artifacts just because of lack of the precision in the format. Also scaling textures down reduces the precision of the texture.If you use, say, generated texture of the same size then you wouldn't see any artifacts just because the generated image was never saved to the lossy format.
Thanks for the report, but i don't see a bug in here, just a bad texture.
I can understand that pic size influence the quality
the bigger the better!
but how do u explain the fact that if camera is located in front the render is mostly distorted
but if you locate camera in the back the render looks very nice?

Just sample pattern might vary and run into correlation with the lossy pixels in the texture.
I re check some old files in Bl 2.6 for angular and sky map
and I can locate the camera anywhere
it always render well !
but this does not seems to be the case using cycles!
only works when camera is in the back not the front
so was wondering if this was not a bug or normal!
may be someone should add this constraint in the cycles wiki pages!

Just sampling happens different in BI and Cycles. Depending on the particular noise on the image it might not work from the "outside" as well.
