Jens checked, and it's not in earlier versions as well, so I don't consider this a bug. It's not a big deal to add this though, letting the UI Team decide.

I feel like the Specials menu too often becomes a dumping ground for every frequently used tools. Since Recalculate Normals is a face operation I feel it more appropriately belongs in the Faces menu, from which it also happens to be missing.

The Specials menu is more necessary for tools like Bisect, Intersect, and others that are not explicitly vertex/edge/face operators.
