Alt-S fails to alter curve radius of 0.0

Short description of error
Alt-S can be used to alter the radius of a curve. If the radius is set to 0.0 Alt-S fails to increase the radius value.

Exact steps for others to reproduce the error
Add a curve and select a point in edit mode - set the radius to 0.0 in the properties sidebar, then try and increase it using Alt-S

Thanks for the report, but this is expected behavior, which actually is consistent with all our scaling ops (try e.g. to scale down an object to (0, 0, 0), you cannot scale it up with mere S shortut anymore…).
