Short description of error
the bleeding in texture paining seems to create some artifacts like in the attached picture

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

Can you reproduce this on any recent master build?
i tested in the daily build (win64_cmake_vc2013.zip 104M Fri Feb 20 04:12:42 2015) and the extreem artifacts are gone, but there are still problems with the bleeding
i think the pronblem is that the bleeding is going outwards at a to hard angle and not in the same direction as the uv is pointing which leads to overlapping and therefore artifacts
heres a quick paint over of the current bleeding
and what i think it should be to not cause the bleeding artifacts

Seam part is caused by our crappy seam code. Can be fixed but is a TODO rather.
