System Information
win 8.1 x64 and geforce 660

Blender Version
Broken: 2.73 #bbf09d9 it seems 2.73 is effected
Worked: 2.65a although i don't know if it worked in earlier tags.

Short description of error
external add-ons from the folder addons_extern would not load in blender anymore

Exact steps for others to reproduce the error

put any addon in addons_extern folder under scripts you won't find it in user preferences.

Thanks for the report, but no bug here, this was deprecated since we switched to git, and has been completely removed now. Just put your 'customized' addons in the 'addons' or 'addons_contrib' folder of your blender user dir.

Hello bat3a and mont29,

The same situation did affect me and my workflow (see blender/blender-addons#43407). For merely organizational purposes, since I don't want to mess up what's inside the \addons and \addons_contrib folders I've always used to put all the add-ons which are not part of these two repositories inside the \addons_extern folder, a solution that worked perfectly (and still it does). To make it short, I simply edit the file [PATH TO BLENDER]\2.7x\scripts\modules\addon_utils.py reinstating the following lines:
