Short description of error
select bevel, resultant; radical out of proportion offset but not centered on selected edges, offset is toward mirrored axis. Apparently bevel does not work on non closed object?

Exact steps for others to reproduce the error
object is mirrored.
In edit mode: select edges outboard of Mirror axis, Key W, select Bevel. witness chaotic result.

It is a known limitation that some modeling tools don't work correctly when object have a non uniform scale.

Here, your object's scale is X=25 , Y=0.5, Z=0.25.

In object mode, you have to do Ctrl A -> apply scale. Then, Bevel in edit mode will work correctly.
