Exact steps for others to reproduce the error
Not entirely sure, when rotating or panning in solid view mode the issue occurs. The .blend file to reference would be CageB2.blend - the other files are linked objects included in CageB2.blend - uploaded to http:*wikisend.com/download/275724/HZ.zip due to file size limitations.

When I change the Clip End from 500m down to 100m the issue appears to vanish so this seems to be related to the clipping in some way.
