System Information: Windows 8.1Blender Version: Blender 2.74 for 64

Then trying transfer weight from one object to another, is copying only one vertex group. I think no needs any sample file becouse this is bug may test anybody.

OS: Windows 8.1
Blender 2.74

Copies??? Are you try?
Well, if you need demonstration.
Link: http://ska4ay.com/-u7q This is .zip file. Into zip is two files, "before.blend" and "after.blend".
In file "before.blend" easy object like tube and easy armature (2 bones, and sure 2 vertex groups). Then i take other object ("second tube"), select it and select armature and press "cntr + P". After that i want copy vertex groups and it weight from "tube 1" to "tube 2". I select "tube 1", "shift + right click" on "tube 2" and go to mode "weight paint". Press option "transfer weight". And what i have after? (see file "after.blend"). Only one vertex group is copies! In previous version of Blender (2.73) this is options working right (copied all vertex group from object to object. Needs demonstration that? Well, just write. But i think that you may trying this in your files).
p.s. Sorry my english, it's not my native. And this is case why my previous "report" was so short. But i write it because want that Blender become better.

Yeah… First of all, next time please add here (mere drag and drop) a simple zip archive, not a windows executable which gives nothing on Linux.

Second, I suggest you read release notes next time, new generic data transfer operator has more options, just switch 'source' from 'active' to 'all layers' and you’ll get what you want - note you do not even need to go to weightpaint mode anymore, data transfer operator is usable in Object mode as well.

PS: Yes, those precise steps were needed to help quickly understand what exactly was the issue. And this has nothing to see with not being english native speaker - most people around are not. We simply cannot spend ten minutes on each report to try and guess what exactly is the issue.
