Exact steps for others to reproduce the error
object mode.blend
open, press G and try to snap to 2nd obgect
edit mode.blend
open, press G and try to snap onto itself - don't working
try to snap to 2nd object - working normal
"snap onto itself" button will not working if we switch on proportional edit

And else, in edit mode this bug is active only for mesh, for curves vorking properly
in object mode - bug is active for all types of objects

We could support this but snapping would have to be made aware which points were being PET transformed.
