Make sure you're using latest video drivers from the card manufacturer site (not from the laptop's site because those drivers are likely to be out of date).
If that wouldn't help please try downloading opengl32.dll from ftp://ftp.blender.org/sergey/softwaregl/ and placing it next to blender.exe. This will switch blender to fully software opengl mode which is slower but will let us understand if it's driver related bug or not.
And and more thing, do icons work correctly with older blender versions?

You can also try using a more recent version of blender to see if the issue is fixed, this is build is 1.5 years old already.
Hmm, ignore my previous comment, looks like you did not add a correct version hash - it would be good to know that too actually.
i got Mobile Intel® 4 Series Express Chipset Family and i used the intel update program and now its updated
i got the latest version of Blender 3d and still, i see color boxes instade of nice looking icons
(but i do thank you both for your replay)
Did you try placing the dll sergey linked to you next to your blender executable and rerunning it to see if it fixes the issue?

dll is just a file extension. Read all of the comment by Sergey please it has all the details you need.

Since it's a laptop you can't really avoid a new one, unless it can swap the graphics card or use an external one. Old Intels are notorious for bad drivers generally. The situation is slightly better nowadays but we still get issues frequently with Intels. If you really are serious about graphics work I would definitely recommend an ATI or NVIDIA instead.

Button Display Bugto Intel OpenGL on ms-windows driver displays blurry iconsAnother user reported success by setting his driver's performance vs quality setting more towards quality. Not sure if applicable here but you could try it.

That happens in muy computer sometimes, I do this to fix it:
Desktop > Right mouse button > Graphics properties:
And set "texture quality" to anything other than "performance", or deactivate "
custom settings".
