the loop tool, circle worked on every loop I selected except this one: http://prntscr.com/7cpb9p

Exact steps for others to reproduce the error

select the: rama lampa.001 object, go into edit mode, select the only square loop in that large ring, press circle button in the loop tools tab from the T menu Plan Restaurant Textured.blend

Fixed the division by zero error itself, but you get a weird result anyway, will leave open, maybe people understanding matrices better than me can find a solution. ;)
