System Information
Operating system and graphics card

Win 7 64 Bit, Nvidia GTX 760

Blender Version
Broken: (example: 2.69.7 4b206af, see splash screen)
Worked: (optional)

2.75 2015-06-23
also 2.74 and earlier.

Short description of error

I can change the transparency of region background in the theme space settings for all windows, except the movie clip editor. Here the transparency has no effect. The corresponding areas of those toolbars stays opaque.

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

Open User Preferences. Go to System, and tick Region Overlap. Go to Themes and click at Movie Clip Editor. Go to Theme Space Settings. Change the colour of Region Background to be sure that you have the right item. Now change the alpha value. It has no effect. The same works fine for all other windows, like 3D View or UV Image Editor. See attached images.

Region overlap is only enabled for 3D View, VSE and Image editor, for all others it's intentionally disabled. I don't know the exact reason for this though.
If you think that's useful you should get in touch with @sebastian_k and @SeanKennedy, who are the user members of this module.

Anyway, thanks for the report, but this is for sure no bug, so will consider as closed for now.

I see. Thanks :)

I see. Thanks :)

The reasoning behind it is this:
In the 3D View, you usually work with your focus in the center of the screen. So a overlapping transparent toolbar doesn't get in the way that much.
In other editors like the Clip Editor things are a bit different. For tracking i need to have access to all parts of the footage, markers leaving the screen left and right all the time.
Also, the scrubbing bar at the bottom of the clip (with the green little frame indicator) spans across the entire clip. If the toolbar overlaps the clip, I also cannot drag of control the time slider when it is behind the toolshelf. That's why it wouldn't make sense to have region overlap in the clip editor :)

Yes that makes sense. Thanks for the explanation.

Mh, of course it doesn't really disturb. But wouldn't it make sense to remove the alpha channel from those items then? They are not in use, and do nothing.
