When I try to color a box the coloring works although there seemed to be a flutter when I wanted to change the color on the color wheel. However, when I wanted to color a plane, and I wanted to change the color on the color wheel, the plane would not change color. Then when I wanted to add a box to the plane and change the color on the box, the color on the box would not change either. I will show a link to a video I made of what is going on. I think there may be something wrong with the plane object.

Videos are useless in most cases for us, what we need is a .blend file to reproduce the issue…

In this file, your cube have no material (Cycles with no nodes more or less means no material), the 'fallback' diffuse color happens to be visible in simple 'solid' draw mode.
Your plane does have a valid Cycles material, which colors are not visible in solid draw mode (just disable nodes for it, and you'll get your 'Diffuse Color' selector back).
@Sergey or @ThomasDinges not 100% sure this is expected behavior, so will let you decide here.
