Short description of error
Boolean modifier shows wrong mesh result.

Exact steps for others to reproduce the error
The added Boolean modifier "Fails sometimes" works sometimes or not.
Switching into edit mode for the object and leaving it often can trigger the modifier
to produce a correct result. But entering edit mode and leaving it again can also switch
back to the wrong result.

Your meshes are not closed manifolds which is not currently supported well by boolean modifier. Improvements of the modifier are possible and scheduled to happen, but currently it's not considered a bug.

So thanks for the report, but archiving it now.
