Short description of error
The Mirror Clipping features which makes sure that the edge where the original half and the mirrored half joins do not split is not working in this new version of blender.

Exact steps for others to reproduce the error
Delete the half face of a sphere. Mirror it and enable clipping option. now try the stuffs for which the clipping is intended for.

Can't confirm for 2.75a on Arch Linux.

The Clipping option in the Mirror modifier is used to 'prevent vertices from going through the mirror during transform', this works fine on my system — the vertices dont move beyond the mirror plane.
What you described sounds more like the Merge option? That one does work fine as well here though.

Can you upload some images detailling the issue?
