it's actually a known limitation of OpenSubdiv -- UV coordinates are not supported with it yet. So what's happening is that your subsurf modifier isn't the last one in the stack, making it required to have mesh on the CPU, making it so OpenSubdiv isn't really used and legacy subsurf code is used. After removing particles modifier your subsurf is becoming last one, making it possible to evaluate it on GPU, but also unleasinh all the currently unsuported stuff.

So thanks for the report, but it's not a bug.
