navmesh broke

Whenever I build a navmesh it just adds the geometry origin dot and not the mesh.

create a plane, then go into BGE and then click "Build navigation mesh."

I confirm this bug(in 2.69 & 2.75a and 2.76 latest build), too. Blender can't produce navmesh for small objects, but my solution is to reduce Rasterization cell size (for example to 0.1) and Agent Radius (for example to 0.1) in navmesh menu then build navmesh. Here is an example:

Another solution is to produce manual navmesh. Please see this video and attached files:
