Units set to imperial/ degrees (not working properly)
Delete default cube. Set units to imperial/ degrees. Add new default cube. Turn on Length in the properties panel. Cube is off by factor of .3048 with scene scale set to 1. You have to change scene scale to .3048 for default cube to show length of 2'x2'x2'.
Scene scale should always be set to one.

No, scene scale of one means one meter, be it in metric or imperial units. You do have to set proper scale factor to match your desired default imperial unit (
0.3048
for feet,0.9144
for yards, etc.). No bug here, this is intended behavior.This has been discussed many times. And has gone back and forth many times. It was fixed to scene scale of 1 in blender 2.68 and has been that way up to blender 2.75a. Scene scale should always be one. I render with Maxwell render if scene is not exported out with scene scale 1 it screws everything up.
Try it just as I stated with blender 2.75a and you will see that scene scale can remain at one even with imperial units.
If I import the default cube with scene scale at one it should show the cube at 2'x2'x2'. Can this be adjusted so this is the case please? It is going to mess up all my current projects that were done in 2.75a. Because with 2.75a and scene scale set to 1 the default cube is 2'x2'x2' when added.
I do not understand… Did read a bit quickly your initial report (thought you were talking of the initial default cube when switching to imperial units), but if I follow your steps with official 2.76b release (start blender, delete default cube, switch to imperial metrics, add new cube), I get a 2' cube… Same in 2.75a, or in current master.
Hmmm. I restored blender GUI to all defaults and tried it again. Now it is working ok as it should. Cube is added showing 2'x2'x2'. Must have been corrupted saved GUI.
