GPU rendering for cycles was working using Catalyst fglrx-15.30.1025
Needed to reinstall my system because of other issues.
Blender can't see the card anymore. Can't figure out which libraries are missing, installed what I had before.

Looks like there are some serious issues with that new driver, see e.g. https://community.amd.com/thread/191914
Is your card even recognized on your system? Please attach as text file here the report generated by Help -> System Info (do not paste it directly in comment).
