Will not launch when no internet connection

Clicked on short cut to launch Blender and command window opens and does nothing.

Searched for a long time on-line and cannot find answer.

Will Blender run off-line?
I will be traveling and have limited internet access.

I am not exactly a Blender developer. But I would like to ask you for them whether you could provide some more information about this incident. Otherwise, the bug will be closed by an admin very quickly as „invalid“.
Please try the following:

Open the command line (cmd.exe from the start menu)
Change to the directory where blender is installed (folder where blender.exe is located) with the command cd (e.g. ‚cd „c:\program files\blender“)
Start Blender with the command: „blender.exe -d“ (without quotes)
Please post the output of the command window. Maybe an error is logged, if Blender is crashing on startup.

Internet issues here have been restored. Blender working now.

Will have to try from home on computer with wifi router off to see if I get same results.
If it fails i'll do as you suggested.

Blender does not need an internet connection.

Anyway, this is a bug tracking system and not a support tracker. We need a reproducable case, and Blender definitely works fine offline here..

Tried the Blender.exe -d at home and now I can use Blender off line.

I am still new and trying to follow tutorial videos, some things don't work the same.
I'm not sure if it's version related or an actual bug.

It can be frustrating.
