Packed images won't be saved to the blender file if "Load UI" is unchecked #47409

Short description of error
When I have "Load UI" unchecked in the File tab of the User Preferences window any images (at least any background images) I add will not be packed into the blender file even if I have them set to pack and have the "F" button checked next the image.

Exact steps for others to reproduce the error
This can be reproduced with a brand new blender file which is why there is none included.

  1. Open up the startup file
  2. Go to user preferences by pressing ctrl + alt + u
  3. Click on the "File" Tab
  4. Uncheck "Load UI"
  5. In the 3D View, hit 'N' to open up menu on the right
  6. Enable "Background Images" and click on "Add Image"
  7. Hit the "Open" button and find any test image on your computer. The image should now be showing in ortho view on all sides
  8. Make sure the 2 buttons next to the path have been checked off to make sure it gets packed in the .blend file
  9. Save and restart blender
  10. The image will no longer be there. If you go to the background images section, you can still see a block for each image you had added before you closed the file, however it will also say "Not Set" for each one of those blocks.
  11. If you go to the user prefs window again and check "Load UI" and then repeat steps 5-9, the image should still be there

I cannot confirm that. Things are working as expected here.

Please follow our submission template and guidelines and make a complete, valid bug report, with required info, precise description of the issue, precise steps to reproduce it, small and simple .blend and/or other files to do so if needed, etc. Also, please try the latest build from our buildbot.

I can confirm the issue, but it's not really a bug, though the design can be improved here.

Currently background images are part of the UI, they are attached to a particular 3D view. If you then disable loading of the UI, that 3D view will not be loaded, and so its background images won't be loaded either.

The solution here would be to make background images not part of the UI, maybe stored per scene. However currently this is working as designed, and changing that design is beyond what we consider a bugfix.
