Short description of error
When I have "Load UI" unchecked in the File tab of the User Preferences window any images (at least any background images) I add will not be packed into the blender file even if I have them set to pack and have the "F" button checked next the image.
Exact steps for others to reproduce the error
This can be reproduced with a brand new blender file which is why there is none included.

I cannot confirm that. Things are working as expected here.
Please follow our submission template and guidelines and make a complete, valid bug report, with required info, precise description of the issue, precise steps to reproduce it, small and simple .blend and/or other files to do so if needed, etc. Also, please try the latest build from our buildbot.

I can confirm the issue, but it's not really a bug, though the design can be improved here.
Currently background images are part of the UI, they are attached to a particular 3D view. If you then disable loading of the UI, that 3D view will not be loaded, and so its background images won't be loaded either.
The solution here would be to make background images not part of the UI, maybe stored per scene. However currently this is working as designed, and changing that design is beyond what we consider a bugfix.
