Description

Note: this is a design tasks for a quick hack, something low priority for new developers to get involved.

Suggested change is to have a preference for new spaces to have their headers at the top.

One of the first things I always do when installing a new version of blender is open every window and flip the header to the top, then save the startup file.

While current default is fine, for users who prefer this - we could have a preference for new spaces to have their headers at the top / bottom.
