Short description of error
EnumProperty items callback on an operator receives WindowManager ID as 'self', instead of the operator instance.
Exact steps for others to reproduce the error

This is tricky and in-fact not exactly a bug from Blender-internals perspective.
Its more a confusion caused by the Python API hiding the difference between an Operator and Operator-Properties.
With operators RNA, Blender would access all operator properties as
self.properties.my_prop
instead ofself.my_prop
.Since this would be very annoying for Python developers, we forward attribute access on an Operator instance, to its properties.

Whats happening here is the button stores its RNA data for
RNA_OperatorProperties
(not theRNA_Operator
instance).So the update function is getting
self.properties
instead ofself
.This allows it to modify other properties, which is why its worked in the cases I've needed it - but means you can't access the operator its self.
Some options...
properties
pointer and pass this asself
.properties

It indeed makes sense if you know what goes on "behind the scenes".
How (in)efficient would this be? If this only needs to search through a list of currently-running operators, my guess is that it's generally limited to only a hand full, so this might work. Especially if 'self' is some proxy that only does this when actually needed. That way the common case remains efficient.

But this only works when the operator is activated by the user. When calling from Python (in this example).
The operator wont be added to
window_manager->operators
.We could temporarily add it to the list while calling... but this could cause other issues since that list is intended for registered operators.
Think it would be best to see if this operator can be referenced from the UI as PointerRNA.
