It can also be a "region"
but then the tool shelf would need to be renamed to tool region,

for consistency.

if you decide on "shelf" then this image would need to change too https://www.blender.org/manual/_images/getting_started-basics_interface_introduction_05.png

because shelves are not part of it.

Committed rB7830ec54186e. For now renamed to "region", simply because that's a technical correct term. There's a discussion ongoing for this in T43623.
