Steps to recreate bug:
This bug occurs in either CPU or GPU rendering mode
Set Properties|Material|Settings|Displacement = True:
Then within Cycles materials, create any simple material with an Image Texture connected to the Displacement socket of the Material Output node.
When you PREVIEW (SHIFT-Z) the displacement works great.
When you RENDER (F12), the Image Texture will
not displace the mesh at all
However, internal Textures (such as wave, voronoi, magic, etc.) will work fine; bug only manifests when an image texture is used.
Using Properties|Material|Settings|Displacement = Bump:
Using Properties|Material|Settings|Displacement = BOTH:

I don't believe this bug is a duplicate of #49252. I've read that one, and it involves blender crashing.
My bug does NOT cause blender to crash. Instead, it RENDERS, but incorrectly; by disregarding the microdisplacement at render time when displacement is set to True.

Please test with rc2.

Tested with Blender 2.78 Rc2 and micro displacements now render correctly using Displacement=True
