This button must work only in 'Edit' mode of curve object, not in the 'Object' mode.

If the problem is in this- first create bezier curve, then enter its edit mode, then draw.

My guess here is that "Draw Curve" is disabled in object mode. In such case as @Ko already mentioned, this button is supposed to be used in curve edit mode. This is not a bug.

So thanks for the report, but closing it now.
