System Information
Win7 x64

Blender Version
Broken: (2.78)

Short description of error
Brush with locked size start scaling depending on angle of view.

I tried to join icosphere as a part of this mesh. But brush was totally ok with icosphere part of geometry and go wrong with hand.
Then I made proxy fast shape. And the same glitch with another hand.

Just try to rotate scene in the sculpt mode and with brush over mesh. Watch gif.

I could recreate with the default cube scaled on the z axis by 0.3, subdivided by 3, applying the modifiers, so in the end it looks like a disc.

The effect is more noticeable if the brush is bigger.

You have "Locked Size" enabled (a lock icon to the left of radius) which tries to make it so projected brush size on the object surface stays the same relative to the size object.

So thanks for the report, but don't really see bug here.

it is heavy bug, just because I see one size in the panel, I see another size on the screen (changing) and the real working size is another (bigger and sometimes changing). And it is impossible to predict the effect of brush.
Also brus is working on the wrong surface.

Do you really think that 1 meter cirle is somehow related to 9 cm brush? The last picture

Your brush has size locked to 0.07 blender units, which makes it so brush projected on the surface ha constant size of 0.07 units on the surface. The viewport, however, displays the unprojected brush size in pixels, which might indeed be much bigger because of the perspective projection.

One of the possible solutions here would be to display projected brush on the surface to avoid such confusion between projected and unprojected sizes. But lack of such feature (projected cursor visualization) is not considered a bug and happens outside of the bug tracker. It is a known feature actually which requires some OpenGL trickery, so will likely be done after OpenGL upgrade project is done.

Ok. Thanks for reply.
Anyway, if it is not a bug, it is still terrible usability issue.
