Short description of error

The change keying set menu misses three entries that are present in the keying set dropdown box in the header of the timeline. Whole Character, Available and BBone Shape.

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

Open Blender. Press hotkey Shift + Ctrl + Alt + l . Or choose the menu item as shown in the shot. Now compare the entries with the ones in the keyframe dropdown box in the timeline.

Not a bug.

The missing entries are KeyingSets that cannot be applied in the current context.

I can without problem assign those keyingsets in the dropdown box in the timeline. So it's wrong there too?

Nevermind. Now i get what you mean. They come up when i can have access to it. Available for example appears in the list when i already have a keying set.
