Imperial Inches Unit Scale Increments in Feet instead #49977

CentOS 7 using a GeForce GTX 960 with 3-Monitors (Only one active for the application).

Blender 2.78a e8299c8
Version was downloaded Linux 64-bit from blender.org website

Broken: Scene Properties > Preset=Inches > Imperial

Description: Extruding 1 unit in any direction moves 304.8 thousandths instead of 1"

To reproduce:
Start new project.
Scene>Properties>Units>Unit Presets set to "Inches"
Results are "Length: Imperial" "Angle:Degrees" and "Unit Scale=0.0254" by default

Switch to Edit Mode and select Mesh Display radio button for Edge Info: Length
Dimensions on each edge display 2", which is correct

Note: Beneath "Top Persp" in 3D View panel it says "Feet"

Now select right edge and extrude it E >X>1>Enter
Select All and dimension for the extrude amount reads "304.8 thou" which is incorrect.
1" = 1000mil so it would seem 1 unit should equal 1000 thousandths, not 304.8 thousandths.

I suspect the Inches preset is not configured properly or is being confused with the Feet subroutine.

UPDATE: I understand the concept of Blender units. I will pursue the project using Blender units and scale everything after design creation to Imperial dimensions. Hence, this may not actually be a bug. But, it would be nice to work in Imperial mode throughout the design and scaled appropriately.
