Please, provide a simple and small blend file that demonstrates the issue and exact steps to recreate it.
Does the same behavior happens in the official Blender 2.78a or in a latest daily build from https://builder.blender.org/download/ ?

Most likely this is an issue / or a flawed workflow related to pivot points, but we cannot see what exactly is until the blend file example is provided.

Also, don't assign the priority by yourself.
That's a task reserved to developers / contributors.

Setting as Incomplete until additional information/data is provided.

Can you provide the blend file with just the eyeballs that recreates the issue?
Delete all the rest, save as a blend file and upload it here by dragging and dropping into the comment field.

The Iris has a shape keys. The Basis key is the starting position and light reaction is the change in the object shape.
If you don't know about the shape keys you can read the blender manual about the subject .
The problem is that the basis location is at the center.

If you don't need the keys, to remove them:

While in Object Mode:
In Properties > Data > Shape Keys panel:
Select the light reaction > set the Value slider to 1.000
Delete the basis key first (this is important) - by pressing the minus sign on the right
Delete thelight reaction one.

If you need the shape keys you need to change the basis or redo the key shape change.

Hope this helps.

Closing as it is not a bug.
