Blender build: 8.Dec
Win 64
Blue point light is located in the center of the object.
As can be seen blue point light (without casting shadows), shines through the object.

It seems that is the case.
Hm,by turning the specular off, highlight on plane is turned off.

But how is specular calculated on the plane when point light is behind the object?

Like in games - in internal renderer specular highlights is very fake effect. Ray Traced shadows helps because they actually cast rays into the scene to find objects which is blocking light.

If you don't want to cast Ray Traced Shadows, you can modify Fall-off settings of the point light.
You can enable sphere option, change the distance or use a custom curve as Fall-off.

Anyways, it is not a bug. It is just the way Blender Render works.
