Shading mode hotkeys won't work after using Reload Scripts (F8)

Short description of error
Z (toggle wireframe) and Alt Z (toggle texture) viewport hotkeys won't work after using Reload Scripts (F8) operator. Shift Z (toggle render) still works though.
The issue might not occur with old startup files, use factory settings to reproduce the issue.

Exact steps for others to reproduce the error

  1. Start Blender and use "Load Factory Settings".
  2. Press Z or Alt Z in 3D viewport to toggle shading modes (works).
  3. Press F8.
  4. Try to use Z or Alt Z again (doesn't work).
  5. Use "Load Factory Settings".
  6. Press Z again (works).

Just tested on linux and this works maybe try a daily build from https://builder.blender.org/download/ AFAIK some fix was done here recently.

Windows only bug?
I tried the most recent windows builds: 3ab8895 both x64 and x32, Z hotkey still doesn't work after using F8.
I also tried 6edfa73 for VS 2015 x64, it doensn't work either.

Later today I may have a chance to check macOS builds.

Tested on win7/x64 with 3ab8895 , seems fine here, could be an addon causing issues, try starting blender with the --factory-startup parameter and see if it's still an issue.

Tested latest builds with factory settings on two Windows 10 machines, issue is clearly appearing on both of them.

Unfortunately I cannot test mac builds.

Interesting, with my 'default' startup, it works fine, however if i start blender with --factory-startup i can repro the issue on win7/x64.
