Note that things like slow network 'drives' or old floppy disks, or even cdrom, can make filemanager slow on Windows, due to how that OS handles queries on file system.

The same problem are the versions 2.75, 2.74.
The version 2.73 us older do not have it!

Short description of error:
File Browser open too slowly
difference between blender <=2.73 and blender >=2.74 are about 15 seconds.

well, is it a win10-only issue then? also, again, do you have some kind of special drives (network ones, floppy, cd-rom)? and does this only happens when opening a picture? or any kind of filebrowser?

The problem is with me with Windows 10 pro and only from the version 2.74 and the newer ones. The version 2.72 and 2.73 does not have the problem. I have already made many attempts. I have also reinstated the Windows 10 and the problem was there.
Whether I have these bitmaps on the main disk or external disk, the problem is there.
The delay (almost 15 seconds) is at: Texture> Image or Movie> open

In the File Browser, is the recursion set to something else than None?
Do you have any add-ons enabled?
Can you try the latest build and attach the generated system-info.txt by dragging and dropping it into the comment field? (avoid copy/paste directly of the text)

The software is installed and not changed.

and does this only happens when opening a picture? or any kind of filebrowser?

Now, another thing to check, do you have any remote/external/whatever non usual folders listed in your bookmarks or recent folder lists (side panel of the browser)? I think that on windows, when we query for the validity of those, OS has to wait for the device to wake up before returning the call, which can generate painful delays for the user... :/
