Info window doesn't keep position with DPI adjustments, begins to show Reports section when lowered again

Short description of error
When the DPI is changed to a noticeably higher value, then lowered again, you can start to see the Reports section peek out from the top.

Exact steps for others to reproduce the error

  1. Start with the default window layout at the default DPI (currently 72)
  2. Go into User Preferences > System, and change the value to a higher value (esp. 144)
  3. Change it back to 72
  4. Notice the top bar is out of its original position, and the Reports section is starting to show. This doesn't normally show up until you drag down the bar yourself.

This is a known limitation, we have it on our ToDo list https://wiki.blender.org/index.php/Dev:Source/Development/Todo/UserInterface#Regions.
We can fix it by keeping information about the state of an area/region prior to resizing it or changing the DPI. Would like to have a look at it at some point, but right now there's no time for it ;/
