Short description of error
Official manual for drivers says:

Rotational Difference
Use the rotational difference between two objects or bones.

Unfortunatelly, it works only with bones, Blender doesn't even offer an option for objects

I do not know why it does not support objects. (The code was made only for bones.)
Here a solution, I will talk to the core devs to see what they think.

Feature requests are usually marked as TODOs.
But as this is a simpes addition (and will be in accordance with the manual), it was accepted ;)
