System Information
Arch Linux 64-Bit
Blender Version
Blender 2.78.c
Short description of error
I can't use the arrow keys on the fourth layer (https://neo-layout.org/grafik/tastatur2d/neo_Ebene_4.png).
This would be super convenient for the spacebar menu, so that I don't have to leave the homerow for the navigation.
Exact steps for others to reproduce the error
Load the Neo 2 layout, start Blender, open the spacebar menu, hold right alt and press the corresponding keys.

Blender’s official layout is US QWERTY, not all shortcuts will work in all other layouts, though we try to support as much as possible.
Further more, it’s not clear to me either whether those 'arrow' keys are supposed to actually generate direction events, or 'arrow chars' (

) , as other layouts under linux can generate from main keyboard too?In any case, cannot consider this a bug, more like feature request, thanks for the report anyway.
The weird thing is that it's working on Windows.
Might be a problem with the Linux version of the layout.
