This is a duplicate of #37027, #45528 and #50506
Not one of then has been solved, because no developer here has been able to reproduce the problem :\

We hope that some additional information will help solve this issue.

Try opening blender from the command prompt:
When opening the cmd (command prompt) paste this command and press Enter:

"C:/Program Files/Blender Foundation/Blender/blender" --factory-startup --debug-gpu

Then tell us what you see in the cmd window
Any questions just ask ;)

I have the same issue. Blender starts up with a white screen. I have an Windows 10, 64bit, intel i7 (1.99GHz), 16GB RAM, NVIDIA GEFORCE. I don't know much about computers, but the way that I was able to get Blender to work was to right-click on the start up icon, and choose "Run with Graphics Processor > integrated graphics". I don't know what implications this has on renders, etc., but it is the onl way I could get Blender to work.
