Short description of error
I created a cylinder primitive with no ends and selected the "Generate UVs" option.
I applied a texture to the cylinder with displacement and it came out all broken up.
I then went into edit mode and set one of the lines to a seam and uv unwrapped it.
This fixed the issue, so it looks like the cylinder primitive does not generate uvs correctly.
I have tested this with both Cycles and Octane with the same results.
I have attached an image that illustrates the issue. The cylinder on the left has it's uv corrected, the cylinder on the right was freshly built by using the create cylinder tool.
Exact steps for others to reproduce the error

I tested here and the UV is working as expected. (See the UV/Image Editor area)
It looks like the problem is not in the Blender code. did you check on support sites such as:

You didn't follow my complete steps and add a texture to the cylinder. I can reproduce 100% of the time. The uvs look correct but they are not.
Two cylinders. The left one with the UV created by the operator. And the right one with UV unwrapped.
The UVs are different but the result is correct.
Again, no bug.
I suspect that using that texture will not expose this bug. I applied a very simple texture and it is still chopped up in 2.78c, rendered in cycles.

Ahh you're right!! There really is a bug there.
