Displacement feature is working correctly. It gives a bump effect by default.
So, the edge of the sphere stays the edge of a sphere.

To have a real displacement of vertices, you have to do some extra-steps.
Please this site is a bugtracker and not a support forum.
If you don't master the use of the feature; don't post a bugreport, here but start a thread on a support forum.

Now, the solution :
In Render Settings, change Feature Set option from Supported to Experimental.
In Material tab, a new Displacement label appears under Settings panel.
Change this from Bump to True or Both. At this moment you can see a displacement.
But now, to have a micro-displacement, you have to enable Adaptive option in Subsurf modifier.

For more explanation, join a blender community site and ask the question in its support section.
There are many blender communities and their members are able to answer about basics of any blender feature.
But don't waste time of developers who are tracking bugs.
