Short description of error
Motion blur deformation steps seem to not take effect. As well it doesn't account for any change to the object's material.

Exact steps for others to reproduce the error
To recreate simply add a moving object, preferably in a circle. I had it follow a path. Go to Properties > Render > Turn on "Motion Blur" (Turn "Shutter" to something extreme for ease of find), with object selected go to Properties > Object > Motion Blur > raise the steps to 5, or higher. (don't go too high) Render to see if the steps take effect, if they don't it will appear as if the object it traveling only to 2 locations after leaving the starting location.

Recreating the material issue is easy. Just make keyframes for the material settings.

The steps is an issue, as for the material thing, this is just something I bring up as any change should be reflected by the blur. In this example I have a small sphere following a path, changing from blue to red. It only has 1 step when it should have 6, and is only displaying as the current color the whole time.

Thanks for the report, but this is a known limitations.

Materials are not affected by time steps, and are constant during the whole shutter time. Motion steps are only affecting deformation motion blur (for example, deformation caused by armature). Object transform motion blur only has 3 steps currently. Solving this limitations will be nice, but is out of thew scope of this bug tracker.

You can try faking deformation motion blur by applying follow curve on a bone and adding armature modifier to your actual object.
