Short description of error
In the UV editor press CTRL+SHIFT+ALT+S (UVs/Transform/Shear);
After confirm the shear operation the "Operator" in the 3D view tab appears;
When you change the values of the operator in the 3D View tab
The shear changes to the 3D object instead of influence the UV that the operator came from...

Exact steps for others to reproduce the error
The description shows the steps and the .blend file is prepared enough.

Tested Confirm a8fbe99

Using the operator properties panel in the 3d view to modified the opetaion shears the 3d object, it seems to happens with other transformations too(translate, rotate, scale).

However using F6 (last operator) menu at the uv/img editor works fine

Thanks for the report, but this is a limitation of re-do system, combined with context-based operators. Basically, when you tweak values in redo panel the operator gets re-run in the new context.

There is no easy way to change design to make it more predictable.

Also, we would need to revisit some aspects of the undo/redo system for workspaces in Blender2.8. So stay tuned for that!
