Report: Error
Source file is in the add-on search path 'C:\Program File\Blender Foundation\Blender\2.78\scipts\addons

New installation of Blender
Same error in previous versions of Blender reported on various forums yet no coherent answer.
Python file is readable in a Python editor, source directory is unprotected.

Blender is telling you that you have selected a file inside blenders addons directory and are trying to install it to the same location.
