Short description of error
Normal map node doesn't take account about the mapping node rotation, infact as you can see in the image the normal map is theated by the node as common map without taking care of vectors direction.
I noticed this problem when I tried to replicate the substance painter workflow.
For matter of consistency I think that the dedicated normal map node should take care of rotation too.
Exact steps for others to reproduce the error
open the file and rotate the Y in the mapping node.

I don't think there's a bug here. The normal map node needs tangent vectors to apply the effect correctly, there is a place in the node to select which UV map to generate the tangents from. In this file you've used the "Generated" texture coordinates, for which no tangent vectors are generated. To get correct results you need to actually UV unwrap the mesh and use the UV coordinates directly (without a mapping node).
