Sound clips go silent in Blender when compiling in MSVC 2015

Blender Version
Broken: 2.79 when compiling in MSVC 2015
Worked: 2.79 when compiling in MSVC 2013

Short description of error
When adding an audio clip the sound stops working after it loops back or when rapidly scrubbing the timeline while the audio is playing. This does not occur when compiling in MSVC 2013, only in 2015.

Exact steps for others to reproduce the error

  1. Compile the latest version of blender with MSVC 2015
  2. In blender go to Video Sequence Editor
  3. Go to Add > Sound
  4. Get stinger04 or any compatible audio file.
  5. Let it play, once it is finished and it repeats the sound will stop working or while it is first playing and you hear audio rapidly scrub the audio and it should stop working.
  6. Compare with MSVC 2013.

after chasing my own tail in audaspace for a little bit, lets ping @Joerg Mueller (nexyon) any hint/tips on how to approach this ?

@Joerg Mueller (nexyon) never mind, something is wonky with the libsndfile libs , it's saying the file isn't seekable, hence it stops playing after one go, i got this.

There's a difference in the version of libsndfile between the various lib folders we have, and the version that's in the vc14 folders has a known bug making seeking in wav files broken. I'll update the libs in the next couple of days.
