System Information
Operating system and graphics card
x64, 64 based processor, version 1703, Windows 10 home edition.

Blender Version
Broken: 2.79
Worked: (optional)

Short description of error
When I opened up the latest version of blender, the resolution wasn't the way I wanted it to be... The whole thing is fuzzy and I can't fit the whole screen inside of it.. This just happened all of a sudden.

Sounds related to the changes in how DPI is handled.

However, there is insufficient information in this report to figure out what is going wrong. Please include at least the following information:

  • Screen resolution (Windows)
  • Windows DPI setting
  • A screenshot showing the problem

Please, can you attach the system-info.txt generated from the Help> Save System Info menu by dragging and dropping the whole .txt file into the comment field ( do not paste it's contents directly in the comment field it is difficult to read and breaks up the formatting).

For some further reading about how to attach files to reports check the link here:
https://wiki.blender.org/index.php/Dev:Doc/Process/Bug_Reports (under the Appending files to the report section)

This is a bug in the Intel graphics driver, the latest drivers from the Intel website apparently solved this (see #51521: Incorrect windows scaling - mouse offset from view - menu bar invisible).
