Short description of error
objects duplication feature axis not Z and same is in particles....

i took Cone object and parented it to sphere object... and used the duplication feature on the parent object in properties window in object tab and enabled Verts and rotation option and i couldnt understand why the cone not showing spike wrongly... found out after HOUR that it need to be on -Y axis even it says in the rotation option description that its along the normals... . UNBELIEVEABLE logic. same nonsense is with particles rotation options.. it just makes blender life harder...

let me explain why this is a BUG , imagine Blender noob want to create trees on (spherical) planet with dupli feature or particles system. and dont understand why this tree is not pointing to outside.... i think from world peoples view it would be most sense if Z AXIS is the TOP . no 1 makes tree in the - Y axis !!!

whole blender world makes addon that Z axis is pointing to the sky and so should be dupli and particles rotaion setup

In fact, there is an inconsistency between Face duplication (Z to Z) and Vertex duplication (Z to -Y).

Yes, but it's been like that for eons. Possible because in 2D 'Y' is up, and 3D (blender and others not to mention CNC) Z is up.
Anyway, to change it now would break all files back to 2.46.

Well, so maybe 2.8 could be a good point to make this change..?

I agree with the author of this wannabe bug report that these inconsistencies are a huge pain. This specific issue might be a reason I always use face duplication instead of dupliverts.

2.8 is supposed to be a huge improvement in workflow, and it will break backward compatibility in many regards, anyway.
