Delete Branch "%!s(<nil>)"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

I got a file with 60 Mbytes and tried the save as with compress set
and it is not compressing the file
if I copy objects to another file it goes down to around 25 MB

The file might already be compressed, so saving as compressed will do nothing visible in this case. Also, .blend file might store some unused datablocks still, which will explain why copying objects to new file solves the issue.
In any case, this is all speculations. We do need to have access to file which demonstrates the issue. This is crucial.
if I upload file is it going to be shared with other users?
cause this is a still sort of secret project and cannot share data with anyone!
file is 60 MB in size not certain where I could upload it

for unused datablock will check for some script and test it

@rickyblender You can check the state of the file in the
Outliner> Data Blocks
too.Also check the
Outliner > Orphan Data > Purge All
You should be able to upload file right here.

I will come back beginning of next year when I can upload the file
or if I can find another file like that I will redo another bug report
