Blender 2.8 eevee Contact shadow is not working #53153

Short description of error
the new Contact Shadow in the Light tab is not working in general.

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

Switch the checker button in the light tab on and off.
nothing happens!

Contact shadows are an advanced feature that consists in a very subtle effect.
You can not just expect a change simply by switching ON/OFF contact shadows.

You need to configure default shadow to see it and contact shadows settings, too like in this example.
Contact_Shadows.blend

Currently, basis is working. There are still other settings waiting for implementation to obtain a perfect result.
