System Information
Operating system and graphics card
debian stretch and nvidia gtx950 cuda

Blender Version
Broken: 2.79
Worked: (optional)

Short description of error
I opened a blender file that came from previous blender version. downloaded from internet
the source .blend in fact it is the heads made with grease pencil from daniel lara pepeland
https://cloud.blender.org/p/gallery/577ce53dc379cf08132803c8

after working a bit on this file (added GP layers, draw with intuos stylus, etc, the circle select (C) and box select (B) and all select (A) does not work anymore. I can push and smooth lines but cannot select points nor lines.

it is almost as I were in object mode. I double-checked: edit strokes and the GP layers are unlocked.

that is it!
here is the not working .blend file
it is in the Heads(GP).blend attachment here.

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

Exact steps for others to reproduce the error:

open file (should see a oval shaped face with smile, eyes, etc.)
default layer is "inked" and unlocked
opened in edit strokes mode

Press the C key (Circle Select) over the face (nothing happens) : X key (delete) does nothing as nothing get selected
Press the B key (box select appears) but no points get selected nor highlighted.
Press A (all select) nothing appears to be selected.

that is it. Cannot select.

here is another comment and step about this bug:

I started over: downloaded the file again from cloud.blender.
Heads made with Grease Pencil v2.blend
Open the file. 3 GP layers. select and activate GP_layer.001
we are in edit strokes mode

try to select strokes with A, B, or C keys on the GP_Layer.001

press C, I get the circle as mouse cursor, escape to return as mouse click does not select

press B the selection box (B) appears, move mouse left click for a box.
nothing gets selected.

The (A) key does not select any stroke. but instead it toggles on/off the arrows around the 3d cursor

(with or without the 2 arrows: up blue Z arrow and red right X arrow)

this is weird !
is this a bug ?

Ah, it's the "Selection Alpha" setting (3D view header): It's currently set to 0.0, which means that the points won't be visible.

I can't remember whether this causes problems when loading old files, but in the files in question, it's possible that setting was deliberately set to zero so that the points don't get in the way.

I'll mark this as closed now, unless some other cases come up.

I had this problem as well. Tuns out I had my timeline header moved from the orignal keyframe I was working on, and thus, I can't select the strokes.
